The Next Big Renewable?

Ten years ago, Texas’ solar industry was fairly small, but today some believe it’s ready to take on a much larger share of the state’s energy needs.

“Solar is growing up,” says Steve Wiese, director of implementation services at Frontier Energy, Inc., “and the industry here in Texas is maturing.”

And it’s not just in Texas, of course. In 2016, the world added more than 74 gigawatts of energy capacity through new solar photovoltaic (PV) panels, which convert sunlight into electricity. According to a recent International Energy Agency report, in 2016 solar PV added more power capacity than any other power source, including coal. In the same year, and for the first time in history, solar became the largest source of new U.S. electricity generation capacity, accounting for 39 percent of added capacity.

FEDERAL, STATE, AND LOCAL INCENTIVES

There are many Texas solar power incentives at all levels. Let’s start with the federal incentive. The Solar Investment Tax Credit (ITC) is a federal tax credit that is a dollar for dollar reduction on income taxes. It’s a step-down plan, so now through December of 2019, the credit is 30%. From the 1st of 2020 however, the credit decreases. For the entirety of 2020, it will equal 26%. The ITC then decreases to 22% throughout 2021, and down to 10% for any completed project after January 1st of 2022. The sooner you act, the more money you will save.*

The state of Texas does not offer a statewide solar tax credit, but most local utilities do offer incentives to go solar, add battery backup, or to make home improvements related to energy efficiency (check this website for detailed information). The structure and availability of rebates vary across the state, but most utilities offer rebates to homeowners and business owners on a price-per-watt basis that is capped at a maximum amount per project. The funds may be available in perpetuity or released on a periodic (e.g. annual) basis for residential and/or commercial solar installations, The utilities have an application process for each project, which your solar installer will manage for you.

Solar Incentives in Texas

Solar incentives are monetary ways to encourage people to add solar power to their homes and businesses. They come in four flavors: rebates, tax credits, performance payments, and tax exemptions. For tax credits and exemptions, the funds come from the state budget. Rebates and performance payments are covered by all utility ratepayers in a state through small on-bill charges.
